The 2027 Mandela Washington Fellowship application closes on Tuesday 13 October 2026 at 16:00 Greenwich Mean Time (GMT). The Fellowship brings young leaders from 49 Sub-Saharan African countries to the United States for a six-week, non-degree institute at leading educational institutions across the United States in summer 2027. It is a program of the U.S. Department of State, funded by the U.S. Government and administered by the International Research & Exchanges Board (IREX).

This guide is for a working professional in an eligible country who has to decide this week whether they qualify and how to finish a strong application. It does not replace the official Application Instructions; it turns them into checks you can run before you submit, because a submitted application cannot be changed.

By Derrick Ochieng for Scholarship Tally. Checked on 6 October 2026 against the Fellowship’s apply page, the 2027 Application Instructions dated 17 September 2026, the 2027 application frequently asked questions (FAQs), the Preparing a Strong Application page, the About page and the 2027 information for applicants with disabilities. Where those pages differ, we follow the dated 2027 Application Instructions and say so. Scholarship Tally is not part of the Fellowship, the U.S. Department of State or IREX, and we do not take applications.

Editorial note: A human editor used artificial intelligence (AI) to help organise the material and produce an initial draft from the official Fellowship pages, then checked every date, number and rule against those pages. The purpose was to speed up drafting; the final structure, fact checking and applicant-focused advice were reviewed by a human editor. Advice that is our own, rather than an official rule, is labelled as Scholarship Tally’s view.

A 60-second eligibility check

The 2027 application FAQs say the application will not let you move past the Eligibility section unless you meet the technical eligibility requirements, and the 2027 Application Instructions say applicants who do not meet them are not forwarded to the selection committee. Scholarship Tally’s view: treat each check below as pass or stop. A “no” here cannot be overcome by a stronger essay.

Citizenship and residency: you need both

You must be a citizen of one of these 49 countries: Angola, Benin, Botswana, Burkina Faso, Burundi, Cameroon, Cabo Verde, Central African Republic, Chad, Comoros, Republic of the Congo, Democratic Republic of the Congo (DRC), Cote d’Ivoire, Djibouti, Equatorial Guinea, Eritrea, Eswatini, Ethiopia, Gabon, The Gambia, Ghana, Guinea, Guinea-Bissau, Kenya, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mauritius, Mozambique, Namibia, Niger, Nigeria, Rwanda, Sao Tome and Principe, Senegal, Seychelles, Sierra Leone, Somalia, South Africa, South Sudan, Sudan, Tanzania, Togo, Uganda, Zambia or Zimbabwe.

You must also be a resident of one of those countries, and be permanently residing there on 1 February 2027 and at the start of the Fellowship in June 2027. The 2027 application FAQs define your country of residence as the country where you currently live and have a physical address, and they settle the common edge cases like this:

  • A citizen of one eligible country living in another eligible country can apply (FAQ example: a Ghanaian citizen living in South Africa).
  • Residents of the United States or of any non-eligible country cannot apply, even students with temporary residency (FAQ example: an African student in France).
  • If you studied or worked in the United States but now live in an eligible country again, you can apply.
  • A citizen of a non-eligible country cannot apply, even after a lifetime in Sub-Saharan Africa.
  • A dual citizen with an eligible citizenship who lives in an eligible country can apply, but must use that country’s passport for the U.S. visa and entry.
  • If you will be working outside Sub-Saharan Africa in February 2027, you can apply but cannot take part unless you are living in an eligible country by 1 February 2027. The 2027 application FAQs say residency is needed for mandatory pre-Fellowship steps such as the visa interview.

Age on 13 October 2026

The standard window is 25 to 35 on the deadline day: if you are still 35 on 13 October 2026 you are eligible, and if you turn 36 before then you are not. Exceptional applicants aged 21 to 24 may be considered if they are at least 21 on that date. The 2027 application FAQs say no exceptions are made for anyone older than 35 or younger than 21.

Scholarship Tally’s view: “exceptional” is not defined anywhere we checked. If you are 21 to 24, assume the bar is higher and make your record of results as concrete as possible.

Other rules that block an application

  • You cannot be a U.S. citizen or permanent resident (green card holder). The 2027 application FAQs say this applies “under any circumstances”, including to a former refugee who is now a U.S. citizen.
  • You must be eligible to receive a U.S. J-1 visa.
  • You cannot be an employee of the U.S. Government, including a U.S. embassy or consulate, or the spouse, parent, child or sibling of such an employee.
  • Current IREX employees and consultants, and their spouses, parents, children and siblings, are also excluded.
  • Alumni and prior participants of the Mandela Washington Fellowship cannot apply again.
  • The 2027 Application Instructions require proficiency in reading, writing and speaking English and say you must answer all application questions in English; the official Preparing a Strong Application page adds that sections in another language will not be reviewed. The same instructions ask deaf applicants to rate their standard written English and their American Sign Language (ASL), and warn that interpretation in the United States may only be available in ASL, so deaf Fellows should know ASL or be ready to learn it before arrival.

Things that do not block you

  • No degree. The 2027 application FAQs say formal education may add to your competitiveness, but you will not be disqualified without a diploma or degree.
  • No English test score. A Test of English as a Foreign Language (TOEFL) score is not required. English is assessed through the application and, for semi-finalists, the interview.
  • No passport yet. You do not need one to apply. Finalists will need one (see the costs section below).
  • Security and uniformed services. Members of the military, defence ministries, police and other law enforcement are eligible.
  • Earlier time in the United States. Previous U.S. experience does not disqualify you, though the form asks you to list it.
  • Disability. The 2027 Application Instructions say applicants with disabilities and chronic health conditions are encouraged to apply and that disclosing a disability will not affect your application in any way. Reasonable accommodations are provided at no cost (see Housing, meals and health).
  • Visa suspensions. Nationals of countries subject to a full or partial U.S. suspension of entry or visa issuance are eligible to apply, but finalists from those countries are considered case by case. The Fellowship’s apply page and 2027 application FAQs point to the U.S. Department of State’s visa suspension notice for the current position, and we do not reproduce a country list. They add that finalist selection from any eligible country may be reviewed in response to events that affect travel.

Who it realistically fits, and when it may not

Selection is a merit-based open competition. The Fellowship’s apply page and the 2027 Application Instructions score eligible applications against seven criteria, not in order of importance:

  • Proficiency speaking, reading and writing in English.
  • A proven record of accomplishment in business, trade, emerging technologies, governance and/or security.
  • A demonstrated and clear interest in building and maintaining partnerships with American organisations and businesses that advance shared goals.
  • A commitment to return to Sub-Saharan Africa and contribute skills and talents to build and serve your community.
  • The ability to work cooperatively in groups and respect others.
  • Strong social and communication skills.
  • Adaptability and the ability to lead effectively in varying and changing environments.

Scholarship Tally’s view: you are a realistic fit if you can prove those criteria with results from the past 24 months, your current work sits clearly in one track, and you can be away for six weeks from mid-June 2027 (about 10 weeks with the PDE).

When the Fellowship may be a poor fit (Scholarship Tally’s view)

  • If you cannot commit to full attendance. The 2027 application FAQs say Fellows cannot take time off during the Fellowship.
  • If you need a spouse, child or other family member to travel with you. The 2027 Application Instructions say dependants may not accompany Fellows, and the 2027 application FAQs say no dependent visas are issued.
  • If your main goal is project funding. The 2027 Application Instructions say the Fellowship is not designed to help Fellows identify specific funding for projects or organisations.
  • If you specifically need African-focused training. The 2027 Application Instructions say institutes will not teach African models and speakers may not be specialists on African subjects; Fellows should consider which U.S. approaches might be useful in their own contexts.

The About page says nearly 7,800 young leaders from every Sub-Saharan African country have taken part since 2014. No applicant numbers or acceptance rate are published, so we do not estimate one.

What is paid and what is not

There is no fee to apply. If you are selected, the 2027 Application Instructions say “the U.S. Government will cover all program costs”, and list those costs as:

  • J-1 visa support.
  • Round-trip travel from your home city to the United States, plus the domestic U.S. travel the program requires. Fellows must depart from their country of residence within an eligible country.
  • The six-week institute.
  • A limited accident and sickness benefit plan.
  • Housing and meals during the program.
  • The optional four-week PDE for up to 50 Fellows, which includes support for housing, meals and transportation.

What is not covered: the same 2027 instructions say no funds will come from the U.S. Department of State, IREX, institutes or PDE hosts for your salary while you are away from work, or for personal purchases such as support for your home organisation or gifts for family. No stipend or allowance amount is published; if you see a cash figure quoted elsewhere, confirm it with [email protected] before relying on it.

After you return home, the 2027 Application Instructions say alumni have access to networking, ongoing professional development and collaboration opportunities, including Reciprocal Exchanges that give U.S. citizens opportunities to engage in collaborative projects with Fellowship alumni.

Housing, meals and health

The 2027 Application Instructions say Fellows stay in university housing or similar accommodation for professional adults. Every effort is made to provide a single room, but you may share a double bedroom with another Fellow of the same sex and a bathroom with one or more Fellows of the same sex. Most meals are at campus cafeterias or restaurants, the food will differ from what you eat at home, and dietary, religious or medical needs should be raised as early as possible.

Fellows with disabilities and chronic health conditions receive reasonable accommodations at no cost. The 2027 disabilities information PDF gives examples ranging from a motorized scooter and ramp access to JAWS screen reader software and sign language interpretation, and says accommodations do not include full-feature smartphones, medications, clothing or other personal items you would normally pack. The 2027 Application Instructions add that selected Fellows complete a Medical History Form and, if needed, an Accommodations Form.

Gaps to plan for now (Scholarship Tally’s view, based on the official rules)

  • Income and family. You will be away for six weeks, or about 10 with the PDE, no one replaces your salary, and family cannot travel with you. Talk to your employer or clients, and plan care at home, before you submit, not after you are selected.
  • Passport. If selected, you need a passport from an eligible country valid through at least 28 February 2028, or 31 March 2028 if you are selected for the PDE. Getting or renewing a passport is not on the list of covered costs.
  • Onward travel. If you plan to go to another country after the Fellowship, the 2027 application FAQs say you must secure those visas before travelling to the United States, and they strongly encourage you not to send your passport to any embassy or consulate, because processing typically takes several weeks.

The six-week institute and how to rank the three tracks

The 2027 Application Instructions place Fellows in groups of about 25 at educational institutions across the United States, in urban and rural areas, from mid-June to early August 2027. The six weeks mix academic sessions, site visits, networking, community service and cultural activities. Each agenda reflects its institute’s strengths, and the same instructions warn that not every session will relate directly to your current work. The pages we checked do not list the 2027 host institutions.

Each institute focuses on one track. The 2027 Application Instructions describe them like this:

  • Business and Trade: for professionals in the private sector or at the intersection of business, entrepreneurship, trade and workforce development, including people starting new enterprises or scaling existing ones into new markets.
  • Emerging Technologies: for professionals using technologies such as AI and machine learning, biotech, robotics and advanced computing, in areas such as agriculture, mining, public health, cybersecurity or resource management.
  • Governance and Security: for professionals in public institutions, civil society or related fields, with an emphasis on policymaking, public administration, rule of law and institutional effectiveness, and issues such as law enforcement, cybersecurity, health security or conflict resolution.

You rank all three tracks by how closely they match your current work, education or future goals, choose the most relevant sectors within each, and write one short essay on why your first choice fits (200 words maximum). If selected, you may be placed in a different track that fits your profile.

Scholarship Tally’s view on ranking:

  • Rank by what your resume already proves, not by the track that sounds most impressive. The Preparing a Strong Application page says your resume should reflect experience in your first-choice track, and a 2019 alumna quoted there notes the application is used for placement as well as acceptance.
  • Cybersecurity appears in both the Emerging Technologies and the Governance and Security descriptions. Our suggestion: building or applying the technology points to Emerging Technologies; policy, institutions or law enforcement points to Governance and Security. If you are still unsure, ask [email protected] before you submit.
  • Your second and third choices matter, because placement can move you. Rank them honestly rather than at random.

Turning each essay into evidence

The Personal Statements section has five essays of 150 to 350 words each, on top of the 200-word track essay. The table sets out each prompt and limit from the 2027 Application Instructions, with our reading of which selection criteria it lets you prove. We do not offer sample answers: copying wording from other applicants, alumni, websites or blogs, including this guide, leads to disqualification, and all applications are checked for originality.

Guidance from the 2027 Application Instructions and the Preparing a Strong Application page:

  • Give enough background for a reader who may not know your community or country, but keep the focus on your own experience and examples.
  • Show a sequence: how things were before you stepped in, what you did differently, and the results. That advice comes from a 2018 alumna quoted on the Preparing a Strong Application page.
  • The Preparing a Strong Application page says to include any awards or public recognition for your work in your resume, and to reflect mentorship and volunteer work in both your resume and your essays.
  • Your essays should show your actual level of English. Small grammar and spelling errors are not counted against you.
  • Spell-check, grammar, translation and other tools, including AI, may help with clarity, but the experiences, examples, reasoning and plans must be yours. You must disclose any technology you used in the Technology Use Disclosure at the end.
  • Applicants with disabilities may use another person’s help to complete the form, but the ideas and content must remain their own.

Scholarship Tally’s view: draft offline first, as the 2027 Application Instructions suggest, which also protects your work on a weak connection. Write the accomplishment essay before the others; it usually gives you material for the challenge, partnership and return essays.

Fill the resume first

The curriculum vitae (CV) section, called Resume/CV in the form, pre-fills later sections, so the 2027 Application Instructions recommend finishing it first. It takes up to five professional positions (a description of up to 100 words is required for each), five education entries, five trainings or certifications, five community or volunteer roles (descriptions recommended), 10 awards, eight languages and 10 computer or software skills, plus publications, conferences, presentations and associations. A short education list does not disqualify you, because no degree is required.

Should you opt in to the Professional Development Experience?

The PDE is an optional, competitive four-week placement at a U.S. business, non-profit organisation or government agency after the institute. The 2027 Application Instructions say up to 50 Fellows are placed independently across the United States, so a PDE Fellow is in the country for about 10 weeks, and that placements relate to your sector but are typically not an exact match to your current job. The general About page describes placements of “up to six weeks”; for 2027 the dated instructions specify four weeks, and that is the figure we use.

The timing rule is strict. You must say you want to be considered for the PDE inside the main application, and you cannot apply for it separately later. Applying for the PDE is not required for acceptance into the Fellowship.

Opting in adds three essays: an overview of your current role and long-term career goals that may be shared with potential U.S. hosts (150 words); two or three transferable skills you want to strengthen, and how you would use them at home (250 words); and how your participation would benefit a U.S. host organisation (250 words). The 2027 Application Instructions review PDE applicants on their ability to contribute to a U.S. organisation, clear learning goals, flexibility, alignment between background, track and possible hosts, interest in staying engaged with U.S. professionals, and strong English. Only applicants who can commit preparation time and guarantee active participation should apply.

Scholarship Tally’s view: opt in only if you can be away for about 10 weeks and can write specific learning goals today. If your employer will release you for six weeks at most, leave it unticked rather than risk withdrawing later.

How to apply: Scholarship Tally’s time-saving order

  1. Run the eligibility checks above against the documents you would show at an interview: proof of age, citizenship and residency.
  2. Create a new account on the official application portal, which the button at the end of this guide opens. The 2027 application FAQs say previous applications have been erased, and signing up for YALI Network email updates does not create an application account.
  3. Complete the Eligibility section in full. Your date of birth must match your passport or government ID.
  4. In General Information, type your full legal name exactly as it appears on your passport or government ID, and state whether you have a passport.
  5. Fill in the Resume/CV section next, as described above.
  6. In Contact Information, use an email address you check often from any connection, not a work address you would lose if you changed jobs, and add an alternate email.
  7. Complete Current Professional and/or Educational Experience (your highest level of education completed by June 2027, up to six sectors and the level of your current or most recent position), YALI Engagement, Previous U.S. Experience and the English self-assessment. The 2027 Application Instructions say the Demographic Information questions are optional, confidential and not used in selection.
  8. Rank the three tracks, write the 200-word track essay and complete the Leadership Assessment, where you rate how often you do each activity on a scale from Never to Very Often.
  9. Write the five personal statements, and the three PDE essays only if you are opting in.
  10. Complete the Technology Use Disclosure, use “Generate PDF” to keep a copy, check that every section is marked “Completed”, then click “Submit Application”. The application is not complete until you submit it.

Before you press submit

  • Every field marked with a red asterisk is filled in.
  • Every answer is in English.
  • You have re-read everything and, as the Preparing a Strong Application page suggests, asked a friend to read it too.
  • If something is wrong or the system misbehaves, you have emailed [email protected] before submitting. After submission, nothing can be added or changed, through the system or by email.
  • You are submitting one application only. Additional applications may disqualify you.

The clock. The deadline is 16:00 GMT on Tuesday 13 October 2026; the table above gives our WAT and CAT/SAST conversions. Scholarship Tally’s view: aim to submit at least a day early. The 2027 application FAQs say the portal works on phones and on low bandwidth, but a power cut or busy network on the last evening is a risk you can avoid.

What happens after you submit

  • Review. The Fellowship’s apply page says all eligible applications are reviewed and scored against the selection criteria.
  • Interviews, late 2026 to January 2027. Selected semi-finalists are interviewed in person by the U.S. embassy or consulate in their home country. The 2027 Application Instructions give the window as October 2026 to January 2027; the Fellowship’s apply page says November 2026 to January 2027. Bring your international passport if you have one, or other government-issued photo ID, plus documents that verify your age, citizenship and residency. A discrepancy or false information makes the application invalid.
  • February or March 2027. Applicants are told their status.
  • March to May 2027. Finalists go through visa processing and mandatory Pre-Fellowship activities. The 2027 Application Instructions name these as orientation activities and a visa interview within Sub-Saharan Africa; the Fellowship’s apply page calls them pre-departure orientations.
  • June 2027. The Fellowship begins in the United States.

If your eligibility changes at any point, or you need to withdraw, email [email protected] and your local U.S. embassy or consulate immediately. The 2027 Application Instructions also say the U.S. Department of State and IREX may alter or suspend Fellowship activities at any time in response to local, national or global events.

Frequently asked questions

Is there an application fee for the Mandela Washington Fellowship 2027?

No. The Preparing a Strong Application page says the official application is only available online and is free of charge, and warns against scammers who try to charge you to submit it.

What time does the 2027 application close?

At 16:00 GMT on Tuesday 13 October 2026, according to the 2027 Application Instructions.

What is the age limit?

25 to 35 on 13 October 2026, and still being 35 that day counts. Exceptional applicants aged 21 to 24 can be considered, but nobody under 21 or over 35.

Is the Mandela Washington Fellowship fully funded?

The 2027 Application Instructions say the U.S. Government will cover all program costs for selected Fellows: J-1 visa support, round-trip and program-required travel, the six-week institute, a limited accident and sickness benefit plan, housing and meals, and the optional four-week PDE for those chosen for it. Lost salary and personal purchases are not funded, and no cash stipend figure is published.

Can I apply if I currently live outside an eligible country?

No. Where you live matters as much as your passport, so a student or worker based in the United States, Europe or any other non-eligible country has to wait; the 2027 application FAQs say you may be eligible in a future year once you permanently return home and meet the other rules. If you live in an eligible country now but expect to work abroad in early 2027, see the last residency case in the eligibility check above.

Can my spouse or children come with me?

No. Family members cannot join you in the United States for any part of the Fellowship.

Can I add the Professional Development Experience after submitting?

No. You opt in, with its three extra essays, inside the main application or not at all.

What if my country is affected by a U.S. visa or entry suspension?

You can still apply. The 2027 application FAQs say selection of finalists from those countries is decided case by case. The visa suspensions point in the eligibility check above links to the U.S. Department of State notice for the current position.

Who can I contact with questions?

Email [email protected], ideally well before the deadline. For changes after you submit, also tell your local U.S. embassy or consulate.
