Academic excellence and leadership
The scholarship expects excellence and leadership across undergraduate and master’s years. No scoring rubric is published. Evidence belongs in the scholarship form and, if invited, in the DrPH curriculum vitae, letter of intent, and references.
Academic admissibility to the DrPH (separate bar)
Scholarship language requires you to be academically admissible to the sponsored DrPH. DLSPH programme rules (not scholarship inventions) include:

Return-home commitment
Criterion five is a desire and commitment to return home for the last two years of the programme to contribute to economic growth and social development in Africa. It is not a soft preference. Details sit in the next section.
What fully funded means here, and what is not published
The AHC award sentence describes comprehensive support for tuition, travel expenses, housing, food, books, and other expenses for the duration of the professional programme, plus a support network and orientation that prepare scholars for Toronto and for return home. That closed list is the funding description for this DrPH cohort. Do not import benefit lines from other Mastercard Foundation calls at U of T (including master’s Scholars pages).
What is not published on the AHC announcement: an exact Canadian-dollar package, passport or visa fee line items, health insurance specifics, how “other expenses” is administered, coverage for dependents, whether funding pauses or continues during the two home years, tax treatment, or what happens if a scholar withdraws. Ordinary DrPH study at DLSPH is described as self-funded. Separately, the AHC announcement says this Mastercard Foundation cycle will award at least seven doctoral scholarships for 2027–2028 with the funding categories listed above.
The return-home condition
You must commit to return home for the last two years of the programme. That is during the degree, not only after the title is conferred.
DrPH design facts from the DLSPH programme page (not from the scholarship announcement) that interact with that condition: the degree is full-time over about four years; week-long in-person intensives run in each academic session of years 1–3; there is a 16-week applied research project between years 1 and 2, a comprehensive exam, a thesis, and a final oral examination.
Honest gap: the scholarship page does not explain how year 3 burst weeks, supervision, or the final oral exam work if you are already home, or how “return home for the last two years” maps onto those programme requirements. Programme fit: DrPH versus a research PhD
DLSPH frames the DrPH as advancing evaluation and translation of evidence in policy and practice settings. Graduates build leadership, management, and applied research skills. The PhD in Public Health Sciences is the research-academic route, with a different admission profile and purpose.
Before you write anything, answer these for yourself: Do I already lead people or programmes? Do I have a practice problem in my home system that a professional doctorate would change? Can I handle burst-week travel in the early years? Will my employer or home institution still make sense in years 3 and 4? Scholarship language adds that motivation for the field, career goals, and commitment to Africa’s future are part of eligibility, not decoration.
Timeline and the two-stage sequence
Stage A: Mastercard Foundation Doctoral Scholarship (now)
- Confirm DrPH academic requirements on the official DLSPH pages.
- Attend one mandatory information session. The three sessions listed for this cycle were 25 August, 31 August, and 4 September 2026 (9–10 a.m. Eastern Daylight Time). An optional question and answer session was held on 16 September 2026. That Q&A is not labelled as a substitute for a mandatory session.
- Complete the Mastercard Foundation Doctoral Scholarship application. The form link was shared at the information sessions. Deadline: 1 October 2026, 11:59 p.m. EST (Toronto time) (AHC wording).
- The Scholarship Admission Committee reviews files. If approved, you receive an email invitation to Stage B. Notifications are expected by late October 2026.
Stage B: DrPH programme application (only if invited)
Invited applicants complete the Dalla Lana / School of Graduate Studies online DrPH application. The AHC announcement sets that invited deadline at 20 November 2026. The school then provides department-specific document instructions and later supplementary dates.
For context only: DLSPH’s public 2027–28 DrPH deadline is 24 November 2026, with the graduate application portal opening 5 October 2026. Shortlisted scholars should follow the dates in their invitation, not a blended blog deadline. Outcome of Stage A is not an offer of admission. Outcome of Stage B is not automatic funding if something in the academic file fails.
Why the two stages exist
The scholarship stage screens applicants against AHC rules before shortlisted people enter U of T’s ordinary DrPH admissions file. Applying only to the DrPH portal does not place you in this scholarship. Applying only to the scholarship does not admit you to the DrPH.
