What this programme is trying to produce
The ARC–GSSP Scholarship Programme is a partnership between African Risk Capacity Ltd (ARC Ltd) and the Global Shield Solutions Platform. GSSP is managed by Frankfurt School of Finance & Management. Its listed contributors include Denmark, France, Germany, Luxembourg, Ireland, the European Commission, and the Vulnerable Twenty (V20) Group of Finance Ministers.
The stated goal is not a free degree in the abstract. It is to train African professionals who can strengthen climate and disaster risk finance and insurance capacity on the continent: actuarial science, insurance, agricultural statistics, and related risk-management disciplines.
GSSP’s opening notice says 12 scholarships are available this year for up to two years of full-time study.

Who it fits / who should wait / who is outside the frame
Strong fit: You already know which partner programme matches your background, you can finish (or already hold) university admission steps in parallel with the scholarship form, and a two-year Africa work commitment is a feature for you, not a deal-breaker.
Wait or rethink: Your target degree is outside the partner list; you need a stipend number to budget family support and none is published; you cannot start full-time study on the partner campuses’ timelines; French- or English-language programme fit is unclear for you (ARC offers separate English and French apply paths for a reason).
Outside the frame: Non-AU citizens; applicants hunting a fully open choice of any university worldwide; anyone treating the scholarship form as a substitute for university admission (ARC states they are separate).

Note: University of Cape Town’s listed programme is a Postgraduate Diploma, not a master’s. GSSP highlights actuarial science, insurance, and agricultural statistics; ARC’s eligibility wording is broader (“related discipline”), but the closed partner-programme list still governs where you can study.
University admission rules, fees for non-scholars, and intake calendars live on each university’s own site (UCT, ENSEA, IFAGE, University of Ghana). This page does not invent those.
What the official pages state about support: and what they do not state
ARC Ltd lists: full tuition coverage for up to two years; a living stipend; travel support; other eligible expenses, “subject to the terms and conditions of the scholarship”; mentorship and career support; an internship opportunity through ARC Ltd and partner networks.
GSSP’s opening notice additionally lists: full tuition and accommodation; monthly stipend; return flights; medical insurance; mentorship, career support, and internship placement through ARC’s partner network.
What neither page publishes (so we do not invent it): the monthly stipend amount, a total cash value, visa approval, a guaranteed employer after the internship, or living-cost estimates by city.
Honest framing: ARC and GSSP describe the support in terms of tuition, living/travel support and other listed benefits; neither official page uses the phrase “fully funded.” Do not invent a stipend figure or assume every personal cost disappears.
Obligations that survive graduation
ARC requires scholars to:
- Commit to working in Africa for two years after graduation
- Complete an internship in line with programme requirements (ARC says “internship opportunity”; GSSP says “internship placement” through ARC’s partner network: neither page promises a permanent job)
If you cannot meet the two-year work commitment in Africa, you should not treat this programme as an eligible option, even if your grades are strong.
The real process: two queues, one short window
ARC’s own steps, simplified:
- Check eligibility against the ARC list.
- Choose a partner university and an eligible programme.
- Apply for university admission through that university’s process.
- Complete the ARC–GSSP scholarship application (English or French Jotform) with supporting documents before the deadline.
- Application review and selection.
- University review and possible scholarship panel interviews.
- Scholarship offer and next-step instructions.
ARC’s page is explicit: your university application and scholarship application are separate. Submitting the Jotform does not admit you to UCT, ENSEA, IFAGE, or the University of Ghana.

Common application risks to check
- Scholarship-only thinking. Strong transcript, empty university admission file.
- Wrong programme map. Applying while aiming at a degree that is not on ARC’s partner list.
- Wrong application-language track. Using the wrong application-language track or failing to check the applicable English vs French deadline.
- Ignoring the two-year Africa commitment until after an offer, then withdrawing.
- Waiting for a published stipend number that is not currently provided on the official pages, and missing your track’s close date.
- Trusting aggregator “fully funded $X/month” posts over ARC and GSSP wording.
How to use the remaining days if you are applying
Working backward from your track’s close date (English: 7 October 2026, 23:59 GMT; French: 6 October 2026, 23:59 GMT):
- Confirm AU citizenship documents and undergraduate credentials.
- Pick one partner programme you can actually enter; open that university’s admission page the same day.
- Start the correct language Jotform early so document uploads are not left to the last hour.
- Watch the ARC information-session recording if you missed the live call.
- Email [email protected] only with concrete eligibility or process questions the pages do not answer.
- Do not pause the university file while you “wait to see” about the scholarship.

Is the ARC–GSSP Scholarship fully funded? Neither ARC nor GSSP uses the phrase “fully funded” on the pages we cite.
