Institute of Science Tokyo (Science Tokyo) can recommend a limited number of international applicants to Japan’s Ministry of Education, Culture, Sports, Science and Technology (MEXT) for a government scholarship, but only through one door: the International Graduate Program (A) (IGP(A)) Integrated Doctoral Education Program, starting in Fall 2027. The first hard deadline is 15 November 2026 at 23:59 Japan Standard Time (JST), when a copy of your supervisor’s consent letter must reach the Admissions Division. After verifying the letter, the university provides the online application URL and password. The completed IGP(A) application, including the required MEXT materials, is due by 22 November 2026 at 23:59 JST.

Derrick Ochieng for Scholarship Tally reviewed the official Science Tokyo MEXT University Recommendation page (updated 4 September 2026 for Fall 2027), the IGP(A) admissions page, the Fall 2027 Application Guide, and the allocation PDF (as of 4 September 2026) on 13 October 2026. This guide was drafted with AI assistance from an outline and checked against those official sources. Scholarship Tally is independent of Science Tokyo and MEXT and cannot assess individual applications.

What this route is (and what it is not)

Science Tokyo selects candidates from among IGP(A) applicants and recommends them to MEXT. Applicants “must apply for it with the application for IGP(A),” so the scholarship sits on top of an admission application. Four boundaries save wasted effort:

  • Science and engineering only. Tokyo Institute of Technology (Tokyo Tech) and Tokyo Medical and Dental University (TMDU) merged to become Science Tokyo on 1 October 2024. This route’s pages still sit mostly on titech.ac.jp. Medicine, dentistry, health care sciences, and oral health care sciences use a separate TMDU-line University Recommendation page, which is not this route.
  • Priority scheme only. MEXT has announced it will not call for General scheme applicants from 2026 onwards.
  • Integrated Doctoral only. The Application Guide limits the MEXT option to the Integrated Doctoral Education Program. A master’s-only application, even in a program that offers one, is not on this track.
  • Not the Embassy route. Embassy Recommendation MEXT is a separate route with its own process.

Process order: supervisor first, then everything else

The Application Guide sets an order that matters more than any single document.

Step 1: Find a supervisor and get consent. Before applying, you must email your intended academic supervisor at Science Tokyo directly with a self-introductory statement and a letter of intent, and obtain their consent to supervise you. Applications are not considered without it. Because consent is required before the application system opens to you, contact your intended supervisor early and allow time for the letter to be prepared and verified.

Step 2: Send a copy of the consent letter to the Admissions Division by 15 November 2026, 23:59 JST. The Admissions Division verifies it, then issues the online application URL and password. Without that login you cannot submit anything.

Step 3: Submit the IGP(A) application by 22 November 2026, 23:59 JST. Online, you upload the designated forms, such as Field of Study and Study Program and the Evaluation Sheet with Recommendation. Separately, you pay the JPY 30,000 application fee through E-shiharai Net, plus a system usage fee.

Step 4: Submit the MEXT materials in the same window. Through the scholarship application form linked in the Application Guide (open 9 September to 22 November 2026), upload the tentative MEXT application form, a dean’s recommendation letter, and English proficiency evidence. This form adds to the IGP(A) application; it does not replace it.

Scholarship Tally’s view: treat 15 November as your real deadline. If your home university must issue the dean’s letter, check its internal processing time now rather than in November.

Fall 2027 MEXT allocations by program

MEXT recommendation availability differs by IGP(A) program. The figures below are program-level numbers of recommendation candidates (or pending status) from the allocation PDF as of 4 September 2026, subject to change. They are not an individual applicant’s probability of receiving the scholarship. Full names: International Graduate Program in Science for Fostering Innovative Leaders in Quantum Technology (PSIL); Interdisciplinary program for super-smart society (IPSSS); Graduate Program to Foster Global Leaders for the Development of Materials with Innovative Functions (eMAT); Graduate Program to Foster Global Leaders for Sustainable Bio-Economy; and Postgraduate Program for Environmental Designers Contributing to Resilient Cities.

ProgramRecommendation candidatesNotes
PSIL (Science)NoneNo MEXT recommendation for Fall 2027
IPSSS (Engineering)8Priority; accepts MEXT applications from residents of Japan
eMAT (Materials)8 or nonePriority slots applied for; result expected after the IGP(A) deadline; residents of Japan not accepted
Sustainable Bio-Economy (Life Science)8Priority; accepts residents of Japan
Resilient Cities (Environment, Society)8Integrated Doctoral only; Priority; accepts residents of Japan

Source: allocation PDF, as of 4 September 2026 and subject to change.

The eMAT risk. The eMAT allocation is unresolved as of the 4 September 2026 PDF: 8 Priority slots or none, decided after you have applied. If none are granted, MEXT through eMAT is not available, and every eMAT MEXT applicant continues only in the privately funded international student selection.

Scholarship Tally’s view on choosing a program: if eMAT is clearly your best research fit, apply for the science and budget as if MEXT may not happen (privately funded backup). If the Priority MEXT chance is what makes Science Tokyo worth prioritizing this cycle, prefer a program with confirmed Priority slots on the allocation PDF (IPSSS, Sustainable Bio-Economy, or Environmental Designers / Resilient Cities). A confirmed allocation does not guarantee any individual outcome, and PSIL has none this round.

Nationality weighting. Anyone meeting the qualifications can be recommended, but at least 75% of nominees are expected to come from countries on MEXT’s designated list. Kenya, Ghana, and Nigeria appear in the appendix updated 13 November 2023, which Scholarship Tally checked on 13 October 2026. This is a cohort-level target, not an individual selection probability, and nationality alone neither guarantees selection nor disqualifies you.

Eligibility points to check first

Science Tokyo’s published MEXT qualifications cover academic achievement, nationality, age, academic background, field of study, English, health, arrival, visa status, and other restrictions. The points below are key screening conditions, not a substitute for the full official qualifications and exceptions.

  • GPA of 2.30 out of 3.00 or above in your last degree program. Science Tokyo calculates this with MEXT’s formula in the appendix and will not pre-calculate it on request.
  • Age 34 or younger as of 1 April of the first scholarship year, in principle.
  • Nationality of a country with diplomatic relations with Japan (Japanese nationals generally cannot apply).
  • Academic background: a graduate of a Japanese university, or academic ability equal or superior to that of a Japanese university graduate.
  • Field the same as or related to your undergraduate major, and one you can research at Science Tokyo.
  • English, by one of three routes: a test score equivalent to Common European Framework of Reference for Languages (CEFR) B2 or higher; completing a curriculum at an institution where all instruction was in English; or a determination by Science Tokyo that your English meets that level. Accepted tests are IELTS Academic, TOEFL iBT, or TOEIC Listening and Reading (with separate proof of writing and speaking), taken within two years before 1 January of the enrollment year.
  • Health: judged by Science Tokyo to be physically and mentally able to pursue studies in Japan.
  • Arrival in Japan within two weeks of the start of the third quarter, on a newly obtained Student visa, except in programs that accept residents of Japan.

Who should not use this route

These make you ineligible, and a recommendation is withdrawn if they surface later:

  • You are applying for MEXT elsewhere for the same academic year, through another university or another MEXT program, even if those results are still pending.
  • You are a previous MEXT Scholarship recipient (including anyone who withdrew after entering Japan), unless you fall under a narrow exception such as three or more years of academic or work experience between scholarships. Holding the MEXT Honors Scholarship (via the Japan Student Services Organization, JASSO) does not count as a previous MEXT Scholarship.
  • You are military personnel, or already enrolled in Japan as a Student or privately funded international student (outside limited exceptions).
  • You plan long fieldwork outside Japan or a long leave of absence, or you do not intend to complete a degree.

Recommendation letter. The letter must come from your dean or an official Science Tokyo accepts as equivalent, addressed to the President of Institute of Science Tokyo, and issued by the university where you studied full time. A letter drafted by your supervisor and confirmed and signed by the dean is acceptable. A department chair or department head cannot substitute for the dean; Science Tokyo’s FAQ explicitly rejects that.

What the money covers, and what it does not

According to the Science Tokyo MEXT page (checked 13 October 2026), which says its information is subject to the MEXT rules published every November:

  • Stipend (currently published): JPY 147,000 per month for master’s students and JPY 148,000 per month for doctoral students, subject to the MEXT rules for the scholarship year.
  • Fees: enrollment fee and tuition waived by Science Tokyo. For context, the Application Guide lists a JPY 282,000 enrollment fee and JPY 635,400 annual tuition for privately funded students.
  • Application fee: JPY 30,000 plus a system usage fee. Science Tokyo’s MEXT page says the fee is reimbursed if MEXT allocates you to Science Tokyo; the Application Guide describes a refund when you receive the MEXT Scholarship and enroll. Check the official conditions before budgeting on a refund.
  • Travel: the MEXT page says air tickets to and from Japan are provided under certain conditions. Confirm the Fall 2027 arrangements before assuming return airfare is covered.

One conflict: MEXT’s FY2026 guidelines (last round, posted as a reference) list JPY 144,000 and JPY 145,000. Science Tokyo’s Fall 2027 page is the newer source.

Planning for costs beyond the scholarship. Science Tokyo’s preparations page for MEXT students was written for the October 2026 cohort. Treat the points below as planning guidance, not guaranteed Fall 2027 terms:

  • The first stipend was transferred six to eight weeks after arrival, and the page suggests bringing at least USD 2,000 in cash for those early weeks.
  • The flight was economy, one way to Japan, arranged by Science Tokyo through MEXT’s travel agency. Do not book your own ticket, and arrive within the dates MEXT designates to keep airfare coverage.
  • Do not assume return airfare, domestic transport, airport taxes, travel insurance, or extra baggage are covered without confirmation.
  • Dormitory fees were roughly JPY 20,000 to 65,000 per month, and rooms cannot be guaranteed for all students. Plan for other accommodation in case no room is offered.

Science Tokyo also does not support family visa applications, and family housing is yours to secure; the page recommends arriving alone first. This is a strong award, but not “fully funded” in the sense of covering every cost of moving to Tokyo.

Keeping the scholarship once you have it

The initial award covers two years of the master’s stage. Moving into the doctoral stage requires an approved extension, which you can apply for if your master’s GPA is 2.50 or above and other criteria are met. Advancing without that approval cancels the scholarship.

Under the Priority scheme you must also keep a GPA of 2.30 or above every year, or eligibility ends. The Japanese government can also reject Science Tokyo’s recommendation even when you meet every condition; that decision can come just before enrollment and may cancel it.

Details to verify before applying

  • Use the 15 November consent deadline and the 22 November application deadline from the Fall 2027 pages, not dates from older calls.
  • Confirm your chosen program’s allocation status on the latest allocation PDF, especially for eMAT.
  • Budget in yen; the stipend may change when MEXT publishes the new rules.
  • Do not confuse this MEXT scholarship with the separate JASSO Honors Scholarship reservation program, a JPY 48,000/month award for six months whose recipients still pay enrollment and tuition.
  • Use the current tentative MEXT form, and watch for a request to resubmit on the updated format.

Frequently asked questions

Do I apply to MEXT separately or through IGP(A)?

Through IGP(A), using the scholarship form linked in the Application Guide. There is no stand-alone MEXT portal for this route.

What is the real deadline: consent or application?

Both, in order. A copy of the consent letter must reach the Admissions Division by 15 November 2026 at 23:59 JST; after verification you receive the application URL and password. The application closes 22 November 2026 at 23:59 JST.

What monthly stipend does Science Tokyo list for Fall 2027?

Currently published: JPY 147,000 (master’s) and JPY 148,000 (doctoral), checked 13 October 2026, subject to the MEXT rules for the scholarship year.

Does “tuition waived” mean all living costs are covered?

No. Plan for cash during the first weeks, plus housing, airport taxes, and any family costs.

Can a department chair sign my recommendation letter?

No. It must come from the dean or an accepted equivalent official. A supervisor-drafted letter signed by the dean is acceptable.

Why is the MEXT form marked tentative?

MEXT publishes the format for the year after the IGP(A) deadline. Use the tentative format as instructed, and submit the updated one if Science Tokyo asks.

When will I hear about admission and MEXT?

IGP(A) results come on 3 March 2027 at 15:00 JST, and MEXT nominees are told with the admission decision in mid-March. MEXT announces successful candidates in July to August (by early August at the latest, per the Application Guide).
