Rotary Yoneyama Memorial Scholarship at APU: a partial stipend, two clocks, and what it does not cover

This is not a tuition scholarship. For 2027 graduate enrollment at Ritsumeikan Asia Pacific University (APU), the Rotary Yoneyama Memorial Scholarship for Overseas Candidates is a monthly living stipend plus a capped travel subsidy. It only works if you clear both APU admissions and the Rotary Yoneyama Memorial Foundation on different calendars. Read the stop-here gate before you open either form.

What this guide adds: The official pages contain the rules, but they are spread across APU admissions information and Foundation scholarship guidance. This guide brings the two calendars and the conflicting eligibility rules together so you can check the interaction before starting both applications.

Decision snapshot: five checks before either form

Before opening either application, answer these five questions:

1. Can you fund tuition separately? This scholarship provides a monthly stipend and a capped travel subsidy. It does not cover APU tuition or entrance fees.
2. Can you meet both application tracks? You must complete the APU admissions process and the Rotary Yoneyama Memorial Foundation application separately.
3. Can you meet the stricter Japanese-language requirement? The Foundation requires the Japanese-Language Proficiency Test (JLPT) at N3 or above, while APU’s published page says at least N4. For the combined route, plan around the Foundation’s N3 requirement without treating APU’s N4 wording as changed.
4. Does your Japan-stay history satisfy both published rules? APU uses a 31-day rule, while the Foundation Application Guide uses a different 365-day rule and exceptions. Do not substitute one for the other.
5. Which deadline comes first for your intake? The APU deadline can come before the Foundation application window, especially for September 2027 enrollment.

If any answer is uncertain, resolve that point from the relevant official page before investing time in the full application.

Use this as a 60-second gate before you start either application.

• You need this money to pay APU tuition or the entrance fee. The Foundation pays a monthly stipend and, after arrival, a travel subsidy with receipts. It does not pay tuition or entrance fees. University tuition or entrance fee waivers may be held at the same time under the Application Guide. Many other cash scholarships to individuals may not.
• You are applying as a research student, trainee, non-degree student, or under a long-term study system. Those paths are not eligible under the Application Guide.
• You hold Japanese nationality, including as a dual national with Japanese citizenship. APU’s scholarship page says you must not hold Japanese nationality (dual nationality holders included). The Foundation treats dual nationals who do not hold Japanese citizenship, and stateless persons, as non-Japanese. If you have Japanese nationality, stop. If your nationality story is dual without Japanese citizenship, read both pages and do not assume they agree.
• You cannot show a passed Japanese-Language Proficiency Test (JLPT) at N3 or above at the Foundation application moment. APU’s page says proficiency at least equivalent to N4. For this dual track, the Foundation bar is stricter and requires the result notification.
• Your Japan-stay history does not satisfy either published rule after accounting for its stated exceptions. APU generally uses a 31-day total-stay rule, while the Foundation Application Guide uses a different 365-day counted rule with its own exceptions. You must check your history against both rules separately. See the conflicts section below.
• You miss the published age line. The Application Guide says applicants must be under 45 as of 1 April of the award year and must be born on or after 2 April 1982. APU’s Rotary Yoneyama page says born after 2 April 1982. A birthday of 2 April 1982 is inside the Guide and outside APU’s English bullet. Read both lines against your passport. Do not assume they match.
• You cannot apply to APU and to the Foundation independently, or you cannot secure a recommendation letter from a supervisor or professor at your targeted graduate school.
• You cannot arrive in Japan by the hard date tied to your enrollment month (31 March, 31 August, or 30 September 2027 depending on April, September, or October enrollment). Late arrival can erase eligibility even after a positive selection result.
• You previously received a Yoneyama Scholarship. Former scholars are not eligible to apply again under the Guide.
• You need to apply to more than one Yoneyama program track at once. The Guide says applicants may apply for only one of the listed Yoneyama scholarship programs.

If any line fails, stop and fund APU another way (an APU tuition waiver or reduction if APU awards you one, other external awards, or self-funded tuition plus a different living stipend). If one of these conditions does not fit your circumstances, compare the route with other funding options rather than assuming this award will cover the gap.

Who this path actually fits

Who it fits. Overseas applicants without Japanese nationality who plan to enroll in APU’s Graduate School (master’s or doctoral) in April or September 2027, who can clear JLPT N3 for the Foundation, who can live with a partial stipend while paying tuition elsewhere, and who can run two independent applications on mismatched clocks. The Foundation overseas track also exists for other Japanese universities; this page focuses on the APU Graduate School pairing because APU publishes its own external-scholarship deadlines and process notes for Rotary Yoneyama.

Application-readiness signals drawn from the published rules (not a Foundation scorecard):

• You already know which APU Graduate School programme you want (Graduate School of Asia Pacific Studies or Graduate School of Management, as listed on APU Graduate Academics pages) and can submit a complete APU online application by the intake deadline that matches your plan.
• You can get a handwritten-signature recommendation from a supervisor or professor at the targeted graduate school (not from family; not a self-letter).
• You can upload a copy of your APU admission application (or examination admission ticket) with the Foundation file, and you understand that a final letter of acceptance may arrive after the Foundation window.
• You can complete the designated Foundation forms in Japanese or English. The Application Guide prohibits generative AI on the research proposal and on the short essay. Write those documents yourself.
• You already have a way to pay APU tuition and entrance fees, plus housing and other living costs, without treating this stipend as a full ride. This page does not estimate those costs.

Where the published process creates a clear obstacle.

• Applicants who treat APU’s September 2027 deadline (15 September 2026) as “plenty of time” because the Foundation window opens on 1 October 2026. For September intake, APU closes before the Foundation opens.
• Applicants with only JLPT N4 who assume APU’s wording is enough for the Foundation file.
• Applicants whose Japan stay clears the Foundation’s 365-day counted rule but fails APU’s 31-day rule (or the reverse).
• Applicants who expect the Foundation stipend to replace tuition, or who plan to stack another individual cash scholarship the Guide treats as concurrent and not allowed.
• Applicants who cannot get a graduate-school supervisor recommendation in time for the October Foundation window.
• Applicants who win selection but cannot arrive by the month-before-enrollment hard date, or who miss district orientation (the Guide treats missing orientation as ineligibility).

The Foundation and APU do not publish odds, a minimum GPA cut-off, or a scoring rubric on these pages. Academic excellence and cross-cultural communication willingness are stated as expectations, not as a points table.

What the money pays, and what you still owe APU

This award should be treated as partial funding, not a tuition scholarship. The published APU and Foundation pages describe a monthly scholarship payment and a travel subsidy. They do not describe the award as covering APU tuition or entrance fees.

The practical question is therefore not simply “How much is the scholarship?” It is whether the remaining education and living costs can be covered through your own funds or another funding arrangement allowed by the Foundation.

Covered (as published)

• Master’s students: 140,000 yen per month for two years (APU page; Foundation overseas page lists the same monthly rate for master’s students).
• Doctoral students: 140,000 yen per month for two years (APU page; Foundation overseas page lists the same monthly rate for doctoral students).
• Travel subsidy: up to 250,000 yen toward travel expenses to Japan, paid after arrival against receipts and supporting documents. The Application Guide lists eligible items such as a one-way economy airfare, public transport for the journey, visa application fees, and (in limited cases) first-night accommodation up to 10,000 yen. Tickets bought with airline miles and excess baggage charges are not subsidised.
• Payment start: April enrollment: scholarship payment begins in April 2027. Fall enrollment: payment begins in October (or September) 2027, matching the Foundation schedule for that intake.
• Scholarship period (Guide): two years. Example windows: April 2027 to March 2029; September 2027 to August 2029; or October 2027 to September 2029.

The Foundation overseas page also lists 100,000 yen per month for undergraduates. APU’s published Rotary Yoneyama track on the Graduate Admissions site is for Graduate School applicants only. Research students are not eligible.

Not covered

• Entrance (admission) fees.
• Tuition fees.
• Living costs beyond the monthly stipend (housing, food, insurance, and other daily costs are on you unless another allowed award covers them).
• Partner or dependent living costs (not described as part of this award on the cited pages).

Concurrent funding (Guide, do not invent beyond this)

The Application Guide allows tuition waivers or reductions, entrance fee waivers or reductions, certain one-time prizes, research grants used solely for research expenses, and loan-type scholarships with a clear repayment obligation. Many other scholarships or grants offered to individual recipients are not allowed concurrently. University research grants and scholarships (outside the allowed groups) are acceptable below 576,000 yen per year and not acceptable at 576,000 yen or more per year under the Guide’s published table. If another fund looks similar to a personal cash scholarship, treat concurrency as a risk until the Secretariat confirms. If you later choose another award instead of Yoneyama, the Guide requires you to decline Yoneyama by 1 March 2027 (April enrollment) or 1 August 2027 (September or October enrollment).

The dual-clock trap for 2027

You must apply to both APU and the Foundation independently. Meeting one set of requirements does not replace the other. APU’s page says so in plain language. The clocks do not line up the way a single “scholarship deadline” page would.

Foundation window (April and fall 2027 enrollment)

• Opens: 13:00 Japan Standard Time (JST), 1 October 2026
• Closes: 13:00 JST, 31 October 2026
• Selection results: notified by mid-March 2027; certificate / letter of acceptance from the Foundation by the end of March 2027 (with conditional acceptance possible if admission or arrival documents are still pending)

APU deadlines for the Rotary Yoneyama application type

Published on APU’s Rotary Yoneyama external-scholarship page (retrieved 25 September 2026) and corroborated on the APU 2027 Application Schedule:

• September 2027 intake: submit your APU application by 15 September 2026
• April 2027 intake: submit your APU application by 7 October 2026

The same APU Rotary Yoneyama page also still tells readers to apply to the scholarship organization “around March” for April enrollment and “around August” for September enrollment. That wording does not match the Foundation window of 1-31 October 2026, 13:00 Japan Standard Time (JST). Use the Foundation Application Guide for Foundation dates. Use the dated APU lines (Rotary page and 2027 schedule) for APU dates. Do not average the two calendars.

What that means in practice

• September 2027 APU enrollment: APU’s deadline is about two weeks before the Foundation window even opens. You must finish the APU file first (and flag Rotary Yoneyama intent in the APU Online Application System as APU instructs), then file the Foundation application in October with a copy of your admission application materials. Do not wait for October to start APU.
• April 2027 APU enrollment: APU’s 7 October 2026 deadline sits inside the Foundation window. You still need both files. Plan supervisor recommendation, JLPT result copy, essay, and research plan so the Foundation upload is complete by 13:00 JST on 31 October 2026.

APU’s process notes also say applicants should tell the scholarship organization that the Letter of Acceptance from the university may be issued after the scholarship application deadline; APU issues the Letter of Acceptance to candidates selected for the scholarship after admissions results; you then submit that letter to the Foundation. The Application Guide gives later hard dates for filing the letter of acceptance or admission permit: 25 March 2027 (April enrollment) or 25 August 2027 (September or October enrollment). A permit in only a prospective advisor’s name is not accepted.

If you are rejected for admission to the issuing university or graduate school, or you fail to take the entrance examination or complete admission procedures, Foundation eligibility is revoked.

Two source conflicts you cannot paper over

Do not invent a single merged “APU + Yoneyama rule.” Cite both sources and keep their requirements separate. For Foundation eligibility, use the wording in the Foundation Application Guide. You must also satisfy every APU admissions and external-scholarship requirement published by APU for this track.

Where the English pages differ, show the difference clearly and check the current official wording before applying.

JLPT: N3 (Foundation) versus N4 (APU)

• Foundation overseas page and Application Guide: at the time of application you must have passed the Japanese-Language Proficiency Test (JLPT) at N3 or above. The Guide encourages N2 or above for smoother communication with Rotarians. A copy of the JLPT result notification is mandatory in the Foundation file. An English-test score is not a substitute.
• APU Rotary Yoneyama page: Japanese language proficiency at least equivalent to JLPT N4 or above.

For applicants pursuing both routes, N3 is the safer planning threshold because it satisfies the Foundation’s published requirement while also exceeding APU’s published N4 threshold. This does not change APU’s published wording: APU says N4 or above, while the Foundation says N3 or above. An N4-only file may satisfy APU’s listed bullet and still fail Foundation document screening.

Prior stay in Japan: 31 days (APU) versus 365 days (Foundation Guide)

• APU: have not resided in Japan for longer than 31 days in total, with published exceptions (certain family situations before completion of compulsory education; Rotary Youth Exchange high school programme).
• Foundation Application Guide: in principle you must not have stayed in Japan before the month scholarship payments begin, but you remain considered if (among other listed exceptions) your total period of stay in Japan before 1 October 2026 does not exceed 365 days, or you qualify under family-reason or Rotary Youth Exchange (ROTEX) exceptions. Stays after 31 October 2026 are not counted toward the applicant’s total period of stay in Japan under the Guide’s wording.

If your history clears one rule and fails the other, you are not safe for this dual track. Read both pages and the Guide against your passport stamps before you invest recommenders’ time.

Age wording: “on or after” versus “after”

The Foundation Application Guide says applicants must be born on or after 2 April 1982. APU’s published Rotary Yoneyama page says applicants must be born after 2 April 1982. Those phrases are not identical. If your date of birth is exactly 2 April 1982, do not assume the two pages produce the same result. Check both current official requirements before applying.

Process order that reduces avoidable timing problems

The official pages require separate APU and Foundation steps. The sequence below is a practical way to organize those published requirements. It is an editorial process map, not an additional Foundation or APU eligibility rule.

1. Confirm fit against the stop-here gate, including JLPT N3, age, nationality, Japan-stay under both rules, and a real tuition plan.
2. Choose intake (April 2027 or September 2027) and reverse-plan from the earlier APU deadline for that intake.
3. Start APU Graduate School admissions early enough to meet 15 September 2026 (September intake) or 7 October 2026 (April intake). Indicate Rotary Yoneyama candidacy in the APU Online Application System as APU instructs.
4. Secure the graduate supervisor / professor recommendation for the Foundation form (handwritten signature; not family; not you). Graduate applicants need this from the targeted graduate school.
5. Prepare Foundation documents from the overseas download list: Application for Scholarship, Research Plan at Japanese University, essay on why you chose Japan and your future plan, Recommendation Letter, JLPT result copy, and copy of the APU admission application or examination admission ticket (with later letter of acceptance filed by the Guide deadlines if admission results come after October).
6. Register and upload on the Foundation overseas application system during 1-31 October 2026 (13:00 JST). Enter the exact name of the Japanese university or graduate school. Applications outside Japan or language-school-only plans are not eligible.
7. After selection: watch APU admissions results, submit the Letter of Acceptance to the Foundation by the Guide deadline, arrange student visa / Certificate of Eligibility through APU’s published process (the Foundation does not handle immigration), and plan arrival before your scholarship start month.

District selection may include document screening, online interviews, and contact with applicants and academic supervisors by telephone or email. Incomplete files are not screened.

Arrival month, first payment, and the orientation tripwire

Selection does not by itself guarantee that the scholarship will be paid. The Foundation Guide also sets post-selection arrival and administrative requirements.

• Successful applicants must arrive in Japan before the designated month of admission / by the last day of the month preceding enrollment, or eligibility can be lost automatically.
• Application Guide hard dates: April enrollment arrive by 31 March (payment starts 1 April); September enrollment arrive by 31 August (payment starts 1 September); October enrollment arrive by 30 September (payment starts 1 October).
• Applicants unable to attend the district orientation are deemed ineligible under the Guide.
• Within one week after arrival, the Guide requires submission of a copy of the Residence Card or Specified Residence Card (Student) for conditional cases.
• Travel subsidy receipts go to the Secretariat promptly after arrival.

If arrival by the designated date is unavoidably difficult, the Guide says you must notify the Secretariat in advance. Do not assume a late flight is automatically forgiven.

Who should proceed, and who should reconsider

Proceed to the detailed application steps if you have confirmed all of the following:

• You can fund APU tuition and entrance fees separately, whether through your own funds or an allowed tuition arrangement.
• You can satisfy the Foundation’s JLPT N3 requirement.
• Your Japan-stay history satisfies both the APU and Foundation rules after their respective exceptions are considered.
• You can meet the APU deadline for your chosen intake.
• You can obtain the required graduate-school supervisor or professor recommendation.
• You can meet the Foundation’s arrival and orientation requirements if selected.

Reconsider this route if one of those conditions is currently unresolved. In particular, do not treat the scholarship as a tuition scholarship, and do not assume that satisfying APU’s published N4 or Japan-stay requirement automatically satisfies the Foundation’s separate requirements.

FAQ

Is this a fully funded scholarship?

No. It is a partial monthly stipend plus a capped travel subsidy. Tuition and entrance fees are not covered on the APU or Foundation pages cited here.

Can I apply only to the Foundation and skip a separate APU application?

No. APU states you must apply to both APU and the scholarship organization independently.

Which JLPT level do I need?

APU lists N4 or above. The Foundation overseas page and Application Guide require N3 or above at application, with a copy of the result notification. For applicants pursuing both routes, N3 is the safer planning threshold; that does not rewrite APU’s published N4 line.

I stayed in Japan for a few months years ago. Am I out?

Maybe. Check APU’s 31-day rule with its exceptions and the Foundation Guide’s 365-day counted rule with its exceptions. You must satisfy both. This page cannot clear your passport history for you.

Does the Foundation pay undergraduates at APU under this same APU web page?

The Foundation lists an undergraduate monthly rate on the overseas page. APU’s published Rotary Yoneyama external-scholarship page used for this article is aimed at Graduate School (master’s and doctoral) applicants. Confirm any undergraduate pathway on the live APU and Foundation sites; do not assume this graduate track page covers undergrad APU admission.

Can I hold an APU tuition waiver or reduction with Yoneyama?

The Application Guide treats tuition waivers or reductions and entrance fee waivers or reductions as acceptable alongside Yoneyama. Confirm your specific APU award terms and any Foundation concurrency questions with the official contacts before you rely on the stack.

What if APU issues my Letter of Acceptance after 31 October 2026?

That is expected in the published process. Apply to the Foundation in the October window with the admission-application copy (and a clear admission-decision schedule if results are later), then file the letter of acceptance by the Guide’s later deadline (25 March 2027 for April enrollment; 25 August 2027 for September or October enrollment).

What happens if I arrive after the scholarship start month?

The Foundation overseas page and Application Guide both warn that failing to enter Japan by the required date can mean automatic loss of eligibility. Treat arrival planning as part of the award, not an afterthought.

Are all fields of study eligible?

The Application Guide states all fields of study are eligible. APU still limits you to programmes it actually offers in the Graduate School. Match your plan to a real APU graduate programme.
