University of Canberra Research Scholarships: Australian Government Research Training Program and University of Canberra Higher Degree by Research Stipend Guide

University of Canberra University Research Scholarships are competitive stipend awards for full-time Higher Degree by Research (HDR) candidates, mainly PhD. The University Research Scholarship Committee awards Australian Government Research Training Program (RTP) Stipend Scholarships and University of Canberra Higher Degree by Research (HDR) Stipend Scholarships.

The published living stipend is AUD $36,225.00 per annum (2025 rate, tax-free) for 3.5 years on a full-time PhD. The 2025 Australian Government Research Training Program Conditions of Award state that rate is indexed annually and will not be reduced during the award. That is not a published 2026 or 2027 dollar figure. Re-check the live awards page and the Conditions PDF that matches any offer. International candidates may also receive a tuition fee waiver. The official awards page does not label the package “fully funded.”

Current-round status (checked 24 September 2026, Africa/Nairobi): On the University of Canberra PhD page date cards, Expressions of Interest were still listed as closing 1 September 2026, 11:59 Australian Eastern Daylight Time (AEDT), which had already passed. Scholarships and Admissions were still listed as closing 30 September 2026, 11:59 AEDT. This article does not know whether a late Expression of Interest is accepted. Verify the live PhD cards and the Higher Degree by Research filter on Important UC dates before you assume you can enter this pool.

4. What the published award does and does not say it covers (living stipend at the 2025 rate; international tuition waiver is “may”).

Should you spend an application on this round?

University Research Scholarships are a limited set of awards. The university states that fewer than 10% of applicants received an award in the previous round. Selection weighs academic merit, strategic alignment, research proposal quality, research experience including publications, and university-identified priority groups.

Fit if most of this is true

• You can enrol full-time in a PhD at University of Canberra (Bruce campus for onshore research).
• You are an Australian citizen, Australian permanent resident, New Zealand citizen, or an international student eligible to study in Australia on an international student visa.
• You have not previously held an Australian-Government-funded research scholarship for more than 6 months.
• You can name a Primary Supervisor who will put willingness-to-supervise evidence on your Expression of Interest (EOI).
• Scholarship Tally reading: your proposal can be ranked on merit and faculty strategy, not only on keyword match (the university lists those ranking factors; this wording is our applicant check, not a university quote).

When this round may not be workable

• You cannot undertake research onshore at Bruce when required. International stipends are not paid until onshore research begins; they are back paid after arrival at Bruce campus.
• You need part-time study as the default plan. The call is for full-time study. Part-time stipend rules in the 2025 Conditions of Award are for domestic recipients only, in exceptional circumstances, after award.
• You already used more than 6 months of an Australian-Government-funded research scholarship.
• The live PhD cards show the Expression of Interest close has already passed for your track, or you will miss the paired admission-plus-scholarship close. This article does not invent late-EOI rules; verify the live cards before you treat the round as open.
• You expect the awards page to guarantee flights, rent, family costs, Overseas Student Health Cover, or a published 2027 stipend dollar figure. Those items are not packaged on the awards page.

Admission and scholarship are separate forms. A strong proposal with only one form in on time is not in the scholarship pool.

What the award actually pays (stipend versus tuition)

Living stipend

From the University Research Scholarships page, for Australian Government RTP Stipend Scholarships and UC HDR Stipend Scholarships (domestic and international applicants):

• AUD $36,225.00 per annum (2025 rate, tax-free) to assist with living costs.
• Duration: 3.5 years (full-time PhD / Doctor of Philosophy wording on the awards page and in both 2025 Conditions PDFs).
• The 2025 RTP Conditions of Award state that the rate is indexed annually and will not be reduced during the period of the award. That is a conditions fact, not a published 2026 or 2027 dollar figure.
• International recipients are not paid the stipend until they can undertake research onshore. The stipend is back paid once they arrive at University of Canberra, Bruce campus.

Tuition

• The awards page says international candidates may also be awarded a tuition fee waiver to cover tuition fees. That is optional language (“may”), not an automatic add-on for every international applicant.
• The awards page does not describe a domestic tuition waiver as part of this stipend product. Do not treat RTP fee-offset or course-fee rules as if they were printed on this stipend page.

Who is in a priority group, and who is still eligible but harder to rank

Eligibility floor

From the awards page:

• Domestic student (Australian citizen or permanent resident, New Zealand citizen) or international student.
• Must not have previously held an Australian-Government-funded research scholarship for more than 6 months.

Process language on the awards page is PhD-focused (admission to the PhD; current PhD candidates). Treat this central scheme as a PhD stipend competition unless a live official page clearly widens it.

Priority groups (as published for the Semester 1, 2026 round)

The awards page currently heads this list “For the allocation of scholarships in the Semester 1, 2026 round” (heading as shown on the 24 September 2026 check). Re-check that heading on apply day. Do not silently relabel it as a 2027 priority list.

Priority is given to:

1. Applicants approved for admission to a PhD with an Australian First-Class Honours result, or a qualification or Recognised Prior Learning (RPL) considered equivalent by the University (example given: a Master by coursework that includes a research project comprising at least 25% of the course, with a result of at least 80%).
2. Current PhD candidates who have successfully achieved Confirmation of Candidature and completed less than two years of candidature (Equivalent Full-Time Duration, EFTD) at the start of the semester.
3. Applicants identified and approved for the National Industry PhD Program – Industry Linked stream.
4. Indigenous Australian applicants approved for admission to a PhD.

Separately, the how-to-apply note says preference will be given to PhD candidates who have successfully achieved Confirmation of Candidature and have completed no more than two years of candidature Equivalent Full-Time (EFT).

How to use this without over-claiming

Priority is not an offer. Faculties still rank on academic qualifications, strategic alignment, research proposal, and research experience. The University Research Scholarship Committee then allocates on order of merit. If you sit outside the four groups, you can still be considered if eligible, but the published priority list is not on your side.

Process order: supervisor and Expression of Interest before the scholarship form

New domestic and international PhD applicants

1. Check PhD eligibility on the University of Canberra PhD page. The page lists an Australian or Australian-equivalent qualification in a relevant discipline: Bachelor Honours Degree with first-class or upper second-class honours (or equivalent); Masters Degree (Research); or Masters Degree (Coursework) with a research component of at least 25% of the course. Use the Eligibility Calculator in the HDR Application Portal.
2. Identify and contact a potential Primary Supervisor before the EOI. On the finding-a-supervisor page, University of Canberra requires you to independently identify and contact a potential Primary Supervisor before you submit the EOI. You must include evidence of the supervisor’s willingness to supervise. Submissions without that evidence do not proceed to faculty review and are marked unsuccessful. Contact supervisors early enough to obtain that evidence before you lodge the Expression of Interest. The finding-a-supervisor page does not publish a set number of weeks.
3. Submit the Expression of Interest through the HDR Application Portal (research type and field, planned topic, supervisor names).
4. If the EOI is approved, submit the admission application in the same portal.
5. As soon as the admission application is submitted, open the separate scholarship application form in the same portal. Both the HDR admission application and the scholarship application must be completed and submitted before the scholarship deadline.

Current University of Canberra PhD candidates

Current PhD candidates can apply for a Research Scholarship via the HDR Application Portal. Preference language still applies: Confirmation of Candidature plus no more than two years Equivalent Full-Time.

Hard closes currently on the PhD page

The awards page also points to Important UC dates and asks you to filter to Higher Degree by Research students. The three timed cards above currently live on the PhD page. The awards page says scholarships may be available for commencement in line with semester start dates. It does not invent a single “Semester 1 2027 scholarship start date” as a rule on that page.

Ranking pipeline

1. Scholarship applications are assessed for completion and eligibility for admission to the PhD.
2. Faculties assess and rank applicants in order of merit on academic qualifications, strategic alignment, research proposal, and research experience.
3. The University Research Scholarship Committee reviews faculty ranking and allocates awards to the highest ranked applicants in order of merit.

The research-applications page states that faculty and Graduate Research School review can take several months. Scholarship ranking does not speed admission review.

How to write a file the faculty can rank

Translate the official ranking factors into evidence, not into generic “7 tips for a PhD proposal” filler.

• Academic record that maps to First-Class Honours or the 80% research-Masters example if you are aiming at priority group 1.
• A proposal a faculty can place against a willing Primary Supervisor and faculty strategy. Industry collaboration is encouraged on the PhD page; it does not replace supervisor willingness evidence.
• Research experience: publications, thesis work, methods, and data you actually produced.
• For current candidates: Confirmation of Candidature evidence and candidature EFTD at semester start.

Scholarship Tally check (not a university rule): if you cannot name the supervisor who will endorse you and the faculty strategy your proposal serves, you are not ready for the EOI.

Myths and application mistakes

• “It is fully funded.” Official pages describe a living stipend and say international candidates may also receive a tuition fee waiver. Other costs are not packaged on the awards page.
• “I apply for the scholarship first.” Admission application first; the scholarship form unlocks after that. Both must be in before the deadline.
• “The EOI can name supervisors I have not contacted.” Without willingness evidence, the EOI does not go to faculty review.
• “International stipend is paid from offshore.” Not until onshore research at Bruce; then back paid.
• “Current candidates cannot apply.” They can. Preference if Confirmation of Candidature is done and EFTD is under two years at semester start.
• “The 2025 rate is the 2027 rate.” The published figure is the 2025 rate. RTP 2025 conditions say indexed annually. Conditions are reviewed annually. Do not invent the next number.
• “Priority group means I will get it.” Fewer than 10% received an award last round. Priority is not an offer. The university still ranks on merit and still states that fewer than 10% of applicants received an award in the previous round.
• “I can skip one of the 30 September forms if the EOI is in.” Scholarships close and admissions close are both 30 September 2026, 11:59 AEDT on the PhD cards. Missing either form is a self-elimination.
• “Part-time is the same award at half pay.” Part-time stipend is domestic-only, exceptional circumstances, 50% of the full-time rate, and not tax-exempt under the 2025 conditions. Do not plan the application around it.
• “This central scheme is the only money.” Faculty-managed and industry co-funded scholarships are a different list with different closes. See Faculty-managed and Other Scholarships. Do not mix their rates into this award.

After an offer: conditions you should read before you accept

If you are ranked high enough to receive an offer:

• Read the RTP or UC HDR Conditions of Award that match the offer letter.
• Duration for a full-time PhD stipend is three and a half years in both 2025 PDFs. Prior HDR enrolment or prior RTP stipend time can reduce remaining tenure.
• International student visa holders: unpaid suspension must still satisfy Education Services for Overseas Students (ESOS) rules (stated in the Conditions PDFs).
• Conditions change when the university reviews them. Do not treat a 2025 PDF as a later-year contract until the offer letter says so.

FAQ

What is the difference between an Australian Government Research Training Program Stipend Scholarship and a University of Canberra Higher Degree by Research Stipend Scholarship?

On the awards page, both use the same published living stipend rate and 3.5-year duration wording. They have different funders and separate Conditions of Award PDFs. The University Research Scholarship Committee awards both.

Is this a fully funded scholarship?

Not as a blanket label. See What the award actually pays above: living stipend at the published 2025 rate; international tuition fee waiver is “may.”

Can international students apply?

Yes, if they are eligible to study in Australia on an international student visa and meet the other eligibility rules. Stipend is paid once research is undertaken onshore at Bruce campus and is back paid on arrival. A tuition fee waiver is “may,” not “will.”

Do I need a supervisor before the Expression of Interest?

Yes. University of Canberra requires you to contact a potential Primary Supervisor before the EOI and to attach willingness-to-supervise evidence. Without it, the EOI does not proceed to faculty review.

Can I apply if I am already a University of Canberra PhD candidate?

Yes, via the scholarship form in the HDR Application Portal. Preference if Confirmation of Candidature is complete and EFTD is under two years at semester start.

What happens if I already held an Australian Government research scholarship?

You are ineligible for these University Research Scholarships if you previously held an Australian-Government-funded research scholarship for more than 6 months.

Which deadline is first?

On the PhD page cards checked 24 September 2026, Expressions of Interest were listed before Scholarships and Admissions. Treat the live cards as authority; the Expression of Interest card date had already passed on that check date.

Does submitting admission automatically enter me for the stipend?

No. After the admission application is submitted, you must complete a separate scholarship application in the HDR Application Portal. Both must be in before the scholarship deadline.

How are applications ranked?

Completeness and PhD admission eligibility, then faculty order of merit (qualifications, strategic alignment, proposal, research experience), then University Research Scholarship Committee allocation.

Will the stipend rate go up next year?

The 2025 RTP Conditions of Award say the rate is indexed annually. The awards page has not published a later dollar figure. Conditions are reviewed annually. Re-check the live awards page before you rely on any number.

Can I hold this part-time from day one?

The University Research Scholarships call is for full-time study. Part-time stipend is a later, domestic, exceptional-circumstances decision under the Conditions of Award, at 50% of the full-time rate and not tax-exempt.

Before you submit

1. Check the live Expression of Interest, admissions, and scholarships cards (and the Higher Degree by Research filter on Important UC dates).

3. Contact a potential Primary Supervisor and obtain willingness-to-supervise evidence.
4. Submit the Expression of Interest if the live process still permits.
5. If the Expression of Interest is approved, submit the admission application.
6. Complete the separate scholarship application in the HDR Application Portal before the live scholarship close.
7. Re-check the live stipend rate, priority-group heading, and the Conditions of Award PDF that would match any offer.
